 Attempted communication with same. Communication 
poor. Klingon commander, as yet unidentified, claimed 
communication failure to "outdated software." I reject this 
 claim. Science officer Nar D'Chok suggests Occam's Razor 
is stalking horse for revanchist elements in Klingon Empire
seeking to undo Khitimer agreement. Monitoring ship's 
 movements along neutral zone. As yet no border violations 
detected. Clear absence of courtesy most recently noted 
among other Klingon vessels recently encountered. 
 Scanning of Abramson continual and heavy. Most actions
by Razor seem geared to testing quality and speed of
Federation defense. Am intentionally underplaying response 
of Abramson and other supporting elements to draw Razor 
into action.

Received message regarding encounter with Razor. 
Approve actions. Klingon government continues to 
deny knowledge of Razor's whereabouts and 
intentions. SF Intel is not sure Klingon government's 
integrity is pristine with regard to Razor. Economic 
upsets and political unrest among Ferengi and Romulans 
have begun to affect Klingons. SF Intel thinks weakened 
Klingon government may be awaiting events to determine 
response to Razor. If Razor can steal a beat on SF, 
government will claim actions authorized to prove it is 
not counting only on Khitimer agreement. If Razor fails, 
government will disavow. Anticipate border violation within 
7 days relative. Soft targets including Science station 15 
and Vulcan colony at Laussane-3 most likely. 
 Excelsior and Constitution dispatched to area. They will 
conform to your movements.
